TORONTO, Canada (NV) - Blogger Ðiếu Cày vừa được Văn Bút Canada (PEN Canada) quyết định trao giải thưởng “One Humanity Award” tại Ðại Hội Tác Giả Quốc Tế (IFOA) lần thứ 34 tổ chức tại Toronto, Canada, vào ngày 24 Tháng Mười tới đây, thông cáo báo chí của tổ chức này cho biết.

Thông cáo cho biết, giải thưởng năm nay được trao cho Blogger Ðiếu Cày là “một sự thừa nhận sự bất đồng chính kiến đầy can đảm và tiếp tục cổ vũ cho nhân quyền tại Việt Nam của ông qua Internet, mặc dù bị chính quyền ngăn chặn.”

“Tiếng nói của blogger Ðiếu Cày làm cho chính quyền Việt Nam cảm thấy khó chịu và phải đối diện với những vấn đề mà báo chí trong nước không dám đề cập,” ông Jim Creskey, chủ tịch Ủy Ban Tác Giả Bị Tù của PEN Canada, được thông cáo trích lời nói. “Buồn thay, ông là một trong hàng chục blogger bị bỏ tù chỉ vì những hành động phản kháng ôn hòa.”

Giải thưởng “One Humanity Award” có giá trị $5,000 được PEN Canada trao tặng cho người mà công việc “vượt qua biên giới các quốc gia đồng thời tạo được sự liên kết giữa các nền văn hóa.”

Blogger Ðiếu Cày, tên thật Nguyễn Văn Hải, sẽ không có mặt để lãnh giải thưởng, vì ông đang bị tù 12 năm vì tội “tuyên truyền chống nhà nước Xã Hội Chủ Nghĩa Việt Nam,” thông cáo cho biết.

PEN Canada cho biết, ông Nguyễn Văn Hải, 61 tuổi, là một trong những người sáng lập Câu Lạc Bộ Nhà Báo Tự Do năm 2006, dùng phương tiện Internet công khai các vụ tham nhũng và vi phạm nhân quyền tại Việt Nam. Ông nổi tiếng với những bài viết trên trang blog của mình, yêu cầu có cải tổ dân chủ tại Việt Nam, cũng như chống chủ nghĩa bá quyền của Trung Quốc đối với Việt Nam, một hành động dẫn đến việc ông bị bắt giam, ban đầu vì tội trốn thuế, sau đó là tội tuyên truyền chống nhà nước.

Năm 2008, ông được Mạng Lưới Nhân Quyền Việt Nam ở Hoa Kỳ trao giải thưởng. Một năm sau, ông được tổ chức Human Rights Watch trao giải thưởng Hellman/Hammett.

Cũng theo PEN Canada, ban đầu, blogger này bị bắt năm 2008 và bị tuyên án 2 năm tù tội trốn thuế, sau khi mãn hạn, ông bị kết án vi phạm Ðiều 88 Bộ Luật Hình Sự Việt Nam và lãnh án 12 năm tù.

Tháng Hai, 2011, ông tuyệt thực để phản đối tình trạng tồi tệ của nơi ông bị giam giữ, Trại Tù số 6 ở huyện Thanh Chương, tỉnh Nghệ An.

Tháng Sáu vừa qua, ông lại tuyệt thực một lần nữa và từ chối chăm sóc y tế để phản đối tình trạng trong tù. Sau năm tuần, ông ngưng tuyệt thực, sau khi chính quyền Việt Nam thừa nhận phàn nàn của ông.

Giải “One Humanity Award” lần đầu tiên được trao cho nhà báo Jiang Weiping của Trung Quốc năm 2006. Sau đó, giải được trao cho các nhà hoạt động, nhà thơ, và nhà phê bình văn học của các quốc gia như Miến Ðiện, Mexico, Iran, và Trung Quốc.

PEN Canada là một tổ chức phi chính trị bao gồm các nhà văn có quan điểm bảo vệ tự do phát biểu và nhân quyền trên thế giới. PEN Canada là thành viên của tổ chức Văn Bút Quốc Tế (PEN International) bao gồm các nhà văn tại 146 thành phố ở hơn 100 quốc gia khắp thế giới. (Ð.D.)

TORONTO, Oct. 21, 2013 /CNW/ - Vietnamese blogger Dieu Cay will receive the One Humanity Award at PEN Canada's annual benefit at the 34th International Festival of Authors (IFOA) on October 24, 2013. The award recognizes Dieu Cay's courageous dissent and continued advocacy for human rights in Vietnam despite a crackdown on online writing by the authorities. 

The One Humanity Award of $5,000 is given by PEN Canada to a writer whose work "transcends the boundaries of national divides and inspires connections across cultures." The award will be given, in absentia, as Dieu Cay is currently serving a 12-year prison sentence for "conducting propaganda against the state." 

Sixty-one-year-old Dieu Cay, born Nguyễn Văn Hải, has been a pioneer in using online social networks to expose corruption and human rights violations in Vietnam. He rose to prominence in the blogosphere as an outspoken advocate for democratic reforms and is well known for his denunciation of China's foreign policy towards Vietnam, an opinion that eventually led to his imprisonment.

In 2008 Dieu Cay received an award from the Vietnam Human Rights Network for his commitment to freedom of speech. The following year he received the Hellman/Hammett-award from Human Rights Watch. 

"Dieu Cay's voice has been unwavering in the face of government pressure, confronting issues that Vietnam's mainstream media avoid. Sadly, he is one of more than a dozen bloggers imprisoned for nothing more than peaceful dissent," said Jim Creskey, chair of PEN Canada's Writers in Prison Committee.

  • Dieu Cay is the pseudonym Nguyễn Văn Hải uses on his blog of the same name. Literally translated it means "the peasant's pipe." He is a journalist, blogger, and activist, and he co-founded the Club of Free Journalists (Cau Lac Bo Nha Bao Tu Do) in Vietnam in 2006.
  • Dieu Cay has been continuously detained since April 19, 2008 and was first convicted in 2009 for "tax evasion" after a closed trial that was widely considered unfair. 
  • After completing his sentence in 2010, Dieu Cay was charged with a second offence of "conducting propaganda against the Socialist Republic of Vietnam" under Article 88 of the Criminal Code.  The charge was based on his online writings for the Free Journalist Network in Vietnam, published prior to his arrest in 2008. Article 88 is one of several repressive provisions in Vietnamese law that are routinely used to criminalize free speech and imprison peaceful dissidents. 
  • In February 2011, Dieu Cay began a hunger strike to protest inhumane conditions in Prison Camp No. 6 in Thanh Chuong District, Nghe An Province in Central Vietnam. The prison lacks adequate medical facilities and is situated in a remote, mountainous region 70 kilometres from Vinh, the nearest town. The hunger strike lasted four weeks and almost killed him. 
  • In mid-June 2013, after being held in solitary confinement for three months and denied medical care, Dieu Cay began a second hunger strike to protest the conditions in which he and his fellow prisoners were being held.  In August 2013, Dieu Cay ended the five-week hunger strike after Vietnamese authorities agreed to accept his complaint about poor treatment in prison.

The One Humanity Award

The first One Humanity Award was given to Chinese journalist Jiang Weiping in 2006. Award winners include Burmese poet and activist Zargana, Mexican activist Lydia Cacho, and Iranian human rights lawyer Nasrin Sotoudeh. In 2012, the award was given to critic, writer, activist, and Nobel peace laureate Liu Xiaobo. The One Humanity Award is funded by a donation from PEN Canada patron Florence Minz.
